Because He Was High? Justin Bieber Giggly, Glassy-Eyed In New Instagram Video

Justin Bieber's behavior is raising eyebrows yet again.
"So, crazy news guys! There is video on Instagram," the 19-year-old Baby singer, clad in a black baseball cap and showing off his tattoos, says in the clip.
The speed-racing pop star, in the 15-second video, is quite giggly and glassy-eyed, prompting some Tweeters to speculate he might have indulged in marijuana prior to filming.

After Bieber commented on the Miami Heat's NBA win over the San Antonio Spurs, one user wrote, @justinbieber admit that you were stoned while you watched it because everyone knows you were high enough to dunk," while another went to the trouble of photoshopping the Biebs (as a stone) to make his point clear.
