EXCLUSIVE: No Deal! Judge Won't Sign Off On Charlie Sheen & Ex's Restraining Order

Brooke Mueller's restraining order hearing against estranged hubby Charlie Sheen was taken off the calendar Tuesday because both sides had reached an out of court settlement regarding custody of their twin sons.
However, RadarOnline.com can exclusively report that Judge Hank Goldberg won't sign the legal papers filed by Sheen and Mueller's respective lawyers formally declaring that the matter has been settled.

Judge Goldberg wants to view the agreement that Mueller and Sheen reached before finally signing off on the matter.
Mueller’s TRO against Sheen, barring him from contact with her and their two-year-old sons, Bob and Max, expired yesterday and Mueller has not requested a continuance, but the matter is yet to be officially closed.
In court documents obtained by RadarOnline.com, a handwritten note says: "Court will not sign this stipulation without seeing the agreement and knowing why matter is off calendar. Matter will go off calendar by operation of law at 11:00 am today if moving party fails to appear."
Sheen and Mueller's attorneys both signed the motion, notifying the court that the matter was taken off calendar, but Judge Hank Goldberg's signature isn't on the motion.
