Nick Carter has been accused of rape by Dream singer Melissa Schuman and sexual assault by a 20-year-old fan.

Now, RadarOnline.com can exclusively reveal that an underage woman came forward in 2003 claiming the former Backstreet Boys singer had sex with her when he was 23 years old.

In an explosive police report exclusively obtained from the Monroe County Sheriff’s Office, Carter, now 37, was accused of sexual offense lewd or lascivious battery by engaging in sexual activity with a person 12 to 16 years old.

In December 2003, the alleged victim, who is referred to as A.J. in the police report, contacted the Southern Regional Police Department in Pennsylvania, where she resides. The case was then transferred to Monroe County, where the incident took place, on January 23, 2004.

“A.J. advised that she felt that suspect Nick Carter should have to go to jail for this offense,” the police report claimed. “A.J. advised that there were two occasions that she was invited down to Marathon to stay on the Carter property.”

A.J. visited the Carter family in August 2003, and in October 2003 until November 2003. She admitted that everyone in the Carter family believed that she was 18 years old because she told them she was.

“A.J. stated that she had sexual intercourse with Nick Carter on three occasions,” the report alleged. “The first time was in the water, the second time on the bus, and the third time on Nick’s boat. She advised that she never told him ‘no’ or acted as though she didn’t want to have sex. A.J. also stated that they never used any type of protection and that she is not taking birth control pills.”

She alleged that on several occasions, there were parties involving “drugs” and “alcohol.”

“A.J. states that the first time she and Nick had sexual intercourse she had been drinking, but she knew what was going on,” the report alleged. “She states that the second time they had sex, she had also been drinking but she still knew what was going on.”

They pair allegedly had oral sex, but A.J. explained she “didn’t want to perform oral sex on Nick.”

“He kept asking over and over until she did it,” the reporting detective wrote. “She stated that there was no force used. The third and final time, A.J. states that she was very intoxicated, she had slurred speech and wasn’t able to walk really well.”

She also admitted to having consensual sex with Nick’s younger brother Aaron Carter, then 15.

The detective spoke with Aaron, now 30, who admitted that she stayed on their property for one to two months. He believed she was 18. He also admitted to having consensual sex with her once and claimed Nick had consensual sex with her as well.

A friend of Nick and Aaron's sister Angel, who is referred to as K.H. in the report, said A.J. “was never too drunk to not know what was going on around her.” The report continued, “A.J. lied about her age so that she could be with Nick. K.H. stated that nobody forced A.J. to drink and she bragged about being with both Nick and A.C.”

On September 24, 2004, the Assistant State Attorney explained that his office was not going to prosecute the case.

“He explained that due to the delay in the victim reporting the incident, the victim portraying that she was 18 and members of the Carter family believing that she was eighteen years of age,” the report read. “A.J. was able to travel far from home with no supervision, with her own money and stay for weeks at a time… for those reasons alone … any reasonable person would believe that she were at least that age.”

The victim herself also stated that the sex was consensual with all persons involved in the case.

A rep for Nick did not respond to RadarOnline.com's request for comment.

In November, Dream singer Schuman accused Nick of raping her when she was 18 years old. A rep for Nick denied the claims.

In October, RadarOnline.com exclusively reported Nick was investigated for sexual assault during an incident that took place at his friend’s Key West, Florida home on March 26, 2006 and March 27, 2006.

The victim, who RadarOnline.com chose to not disclose the identity of, claimed Nick allegedly “unbuttoned her jeans and slid his hand down her jeans and underpants.”

The report obtained from the West Allis Police Department in Wisconsin continued, “The woman indicated Carter briefly inserted his finger tips into her vagina.”

When she went to the bathroom, his friend Rob Kalouch followed her. She claimed he “pushed her to her knees and exposed his penis.”

“Rob pushed the woman’s head towards his penis and inserted his penis into her mouth,” the report continued. “Rob used his hands to push the woman’s mouth back and forth on his penis.”

Nick then entered the bathroom and exposed his penis. “Carter grabbed onto the victim’s shoulder and directed her mouth onto his penis.”

No charges were brought against Nick or Rob and the case was closed in June 2006.

A rep for Nick told RadarOnline.com in a statement: “The fact is that there was insufficient evidence to charge my client (or the friend for that matter), and therefore no charges were ever pursued by the District Attorney. Nick had no physical contact whatsoever with the woman, and definitely did not “force her to perform oral sex on him” or “insert his fingers in her vagina.” The woman fabricated the claims against Nick for one simple reason – she was hoping to extort money from him.”
