Michael and Kate Foley, the angry younger brother and sister of executed journalist James Foley, are breaking their silence and railing against the government for his death at the hands of the terrorist group ISIS, an acronym for the Islamic State of Iraq and Syria.

Though the Obama administration insists operatives carried out a "flawless" operation to rescue James that failed only because they got the location wrong, Michael reveals news of the operation came as a complete surprise.

"I'd like to think that it did happen, but I certainly wasn't aware of it," Michael told Yahoo! Global News anchor, Katie Couric.

He also told Couric that he believes the US government's policy of never negotiating with terrorists needs to be changed.

"I really don't think I should get into this, but the United States could have done more on behalf of the Western and American hostages over there and still dealt with the broader world wide issues," Michael blasted.

"And other nations have done that. And that's been a source of frustration for me," he continued. "I really, really hope that in some way Jim's death pushes us to take another look at our approach, our policy to terrorist and hostage negotiations and rethink that."

The Foleys also slammed ISIS, who kidnapped 40-year-old James while he was on assignment in Syria, for their evil tactics, including recording and then broadcasting his brutal murder on the Internet.

"I don't understand where that much hate can come from in a person," said Kate.

Now the Foley family just wants the release of another American hostage secured before it's too late.

"I really hope that with respect to Steven Sotloff they take some action," said Michael of the U.S. government.

Couric's emotional interview came on the heels of the shocking revelation that the Foleys have viewed the video showing James' beheading.

"We just needed to know," is all John Foley would say of his son's death to reporters gathered at the family's home in Rochester, New Hampshire.

However, he added, they will someday forgive the people who extinguished the life of their son and brother.

"Not today," he said, "but as Christians, we have to."
