Hands Off! Mischa Barton Caught Breaking Driving Law

Mischa Barton has been caught disobeying the rules of the road!
But luckilly for the occasional actress, only RadarOnline.com — and not police -- was there to catch her violating California's cell phone law on Saturday.
State law, which took effect in July 2008, bans the use of cellular telephones while driving without the use of a hands-free device.
