As we first reported on August 13, the Olympic swimming champ was driving his Cadillac Escalade when he collided with another vehicle in an intersection.
Responding officers “confined” Phelps to a police cruiser for an interview. He acknowledged having one beer more than two hours before the accident but he did not show any signs of fatigue or alcohol use. “He was able to walk steadily without assistance” and there was no odor of alcohol, the report states.
