Miss California Organization co-executive director Shanna Moakler Thursday said the organization paid for Carrie Prejean’s breast implants prior to the 21-year-old San Diego college student competing in the pageant.

Moakler, a former Miss USA winner herself, told Billy Bush of Access Hollywood that her, a fellow co-executive director and Prejean agreed upon the surgery after discussing it in-depth.

“It was something that we all spoke about together," she said. "It was an option and she wanted it. And we supported that decision.”

Moakler, outspoken in her disagreement with Prejean's anti-gay marriage sentiments, said she didn't see any harm in the 2009 Miss California's surgical shortcut to a bigger bust.

“Breast implants in pageants is not a rarity," Moakler said. "It’s definitely not taboo. It’s very common. Breast implants today among young women today is very common. I don’t personally have them, but you know -- they are."

Olympic superstar Michael Phelps sure seemed to like Carrie's "enhanced" look.  See our photo of them together.
