"She seems like a girl with a head on her shoulders—bare shoulders, in this case," opines Carter. "But parents, rest easy. We think Cyrus is going to make it through adolescence. And this issue."
Well, that is debatable. But more importantly, is Carter poised to strike again? Eagle-eyed viewers might notice that his taste in office decor indicates that he's entirely too comfortable with rampant teenage nudity: Witness the portrait of what appears to be three bare-chested teens and a bikini-clad girl hanging over his right shoulder. Are they his kids? Maybe...but maybe not. Parents, hide your precious little famous offspring before you flush away their billion-dollar careers in an ill-advised glossy mag shoot!
