They were allowing them some form of mental stimulation but it was "the carrot syndrome" where the veiled threat of their situation would have always been in place.

The troubling part is that they would have been able to see over the fences as they bounced high but they weren’t allowed to cross or leave them without his permission. He liked to have a specific area to carry out sexual fantasies and this one could well have been used for that. In time we will find out if he sexually abused Jaycee’s daughters too.
