Wheeler refused to give a urine sample several times and was told he would be forcibly cathetered if he did not willingly submit. According to a police affidavit Wheeler continued to refuse then became violent forcing officers to apply leather restraints and tether him to a gurney. Wheeler continued to resist, grabbing his penis so they could not apply a catheter, and thrashing around violently forcing the attending police officer to taser him on several occasions before they were able to complete the procedure.
