Wow. What a shock! The majority of documents are shredded in the districts with the largest concentrations of government agencies! Lets see... DC, the capitol of the US... NY 14th includes part of New York City including the United Nations, Maryland's 8th is the suburbs of DC, home to many federal agencies. Illinois' 7th includes much of downtown Chicago, likely including several federal offices. I'm not familiar enough with Georgia to tell you what's in it's 8th district , but judging from it's location (parts of Dekalb, Rockdale, and Gwinnett counties, in the Atlanta metro area), it's a safe assumption that there are a fair number of federal agencies in the vicinity. (BTW, 5 minutes with Google could have given you all this information had you bothered to look)
Even if your theory that it was the Dems doing all of the shredding was true, what makes you think they'd haul everything back to their home district to do it? If I'm not mistaken, most of the actual work that any given congressperson does happens in DC, not in their home district. Seems like your theory is a bit weak after all.
And finally, one of the few things that the Bush administration doesn't try to keep secret is it's obsession with secrecy. Why are you trying to blame the Dems for something that even Cheney would probably admit? Could it be that you're a bit insecure?
