New Report Slams Garrido Parole Division

David Shaw, the California Inspector General, has concluded his two month investigation into the State Department of Corrections Parole Division's supervision of Philip Garrido.

Garrido Was Given Commendation By The Government

In his findings he concludes that the department failed to monitor Garrido adequately over the years and that they missed numerous opportunities to discover Garrido's victims.

Shaw notes that the 1991 kidnapping of Jaycee Lee Dugard happened during the time Garrido was on parole and was supposedly being supervised, and that authorities failed to detect Garrido's "criminal conduct and his victims".

Shaw said that there were "systemic problems" in the current parole system and recommended tougher regulations to properly supervise parolees, including better training on how to conduct home searches and more contact with neighbors to detect inappropriate behavior by parolees.
