East Side Ink, a Manhattan tattoo parlor, was cited by the New York City Department of Health and Mental Hygiene for "operating with an unlicensed tattoo artist on site" after letting unlicensed tattoo artist Rihanna brand an "R" on the leg of one of its' artists during a tattoo class in July.

"Only licensed tattoo artists can administer tattoos in the city according to the City's Health Code," the department said in July after learning of the occurrence involving the Caribbean queen.
