Shanna Moakler, Co-Executive Director of Miss California Pageant, says she is a "little shocked with everything that's going on right now" involving Miss California Carrie Prejean.

Despite this, Moakler, speaking exclusively to RadarOnline.com, says she has not made up her mind about whether Prejean should be stripped of her crown.

Moakler said, "I don't necessarily know if I feel right now she should lose her crown. We are really trying to weigh everything that's coming in and we're trying to be very diplomatic. She is in breach of her contract on a couple levels. It's not so much the pictures that upset me as it the fact that she is not doing her Miss California responsibilities so that she can go on and pursue these other hobbies that she enjoys... one of them being a spokesperson for NOM, The National Organization For Marriage and that is where it causes a problem for me."

Moakler -- who was crowned Miss USA in 1995 -- says although she herself posed for Playboy, she did so long after her days as a beauty queen.

Regarding Prejean's controversial statements regarding gay marriage, Moakler said:  "I think it is very sad and disappointing. I don't see where gay marriage would effect her in any which way. If you don't believe in gay marriage don't get married to the same sex.... I said this before and I will say it again... when you say to someone I only believe a man and a woman should get married you're basically saying to a large part of our country I don't believe you have the same rights as me and when you say you don't have the same rights as me you are saying I am better than you and when you say I'm better than you it's wrong."

Moakler also addressed the fact that Prejean had approached Miss California pageant officials prior to the Miss USA competition about getting breast implants at the organization's expense: "I think what makes this so controversial about her breast implants is the fact she did go on the Today Show and say I lived biblically correct, and when you say that people expect you to live by your biblically correct propaganda or your rules. So, I think she came across hypercritical and a lot of the Christian backer that she had felt betrayed. "

Moakler says, "I think she is a young woman with a lot of ambition and talent and I think she is being a little misdirected."
